Pop Quiz. Does anyone know why the valve on the left is not working?

1) It's not plugged in? But that's too obvious
2) no getter. Manufacturing missed the getter phase, so too much bad gas still inside?

It just leaked in some air through the not quite sealed tip over time.
The getter has been flashed, but it's contents has been recombined with air and left a tiny skim of titanium oxide, where it flashed onto the glass. This is in a 50 year old radio gram that otherwise works fine. I'm trying to source a new tube which is a 6an7/A or a ech80 equivalent.
I had a few leaky paper wax caps, but replaced them and all is good there.
All made in Australia.
